Russell + Mills Studios completed a master plan for the Downtown Development Authority that examined the transformation of alleyways into shared usable environments for pedestrians, bicycles, while providing standard alley functions for services, parking, and waste management.
The opportunity to create a network of connections from CSU to downtown Fort Collins was investigated via a detailed analysis process identifying a network of alleys that can achieve the goal of connecting the area. Via a walk through with interested participants, the alleys were scored based on a variety of criteria of opportunities and constraints. This analysis helped define many elements found within the alleys and also created a hierarchical ranking of potential alleys for future phases of implementation.
After a pre-design public workshop and when the analysis was complete, Russell + Mills Studios prepared conceptual plans and illustrations for ten potential alleys. The vision in the concept plans envisions the alley right of way and explores the potentials for businesses along the alleys to create larger shared courts, patios and plazas. Balancing this with economic opportunities, many businesses have reacted favorably to the opportunity of extending their usable footprint.
The designs and illustration were presented to the public via an open house where feedback could be given per alley. Russell + Mills Studios also presented to the DDA Board, and various City Boards and Commissions where further support was gained and the implementation of a number of alleys was approved. The master plan report will help guide the development of downtown alleys in years to come.
